23 executive actions

http://news.blogs.cnn.com/2013/01/16/obama...unce-gun-control-proposals-shortly/

[Updated at 12:22 p.m. ET] The announcement is over, and Obama is signing the 23 executive actions. These actions are in addition to laws that Obama wants Congress to pass. Here, according to the White House, are the 23 executive actions that he and his administration will do:
1. “Issue a presidential memorandum to require federal agencies to make relevant data available to the federal background check system.”
2. “Address unnecessary legal barriers, particularly relating to the Health Insurance Portability and Accountability Act, that may prevent states from making information available to the background check system.”
3. “Improve incentives for states to share information with the background check system.”
4. “Direct the attorney general to review categories of individuals prohibited from having a gun to make sure dangerous people are not slipping through the cracks.”
5. “Propose rulemaking to give law enforcement the ability to run a full background check on an individual before returning a seized gun.”
6. “Publish a letter from ATF to federally licensed gun dealers providing guidance on how to run background checks for private sellers.”
7. “Launch a national safe and responsible gun ownership campaign.”
8. “Review safety standards for gun locks and gun safes (Consumer Product Safety Commission).”
9. “Issue a presidential Memorandum to require federal law enforcement to trace guns recovered in criminal investigations.”
10. “Release a DOJ report analyzing information on lost and stolen guns and make it widely available to law enforcement.”
11. “Nominate an ATF director.”
12. “Provide law enforcement, first responders, and school officials with proper training for active shooter situations.”
13. “Maximize enforcement efforts to prevent gun violence and prosecute gun crime.”
14. “Issue a presidential memorandum directing the Centers for Disease Control to research the causes and prevention of gun violence.”
15. “Direct the attorney general to issue a report on the availability and most effective use of new gun safety technologies and challenge the private sector to develop innovative technologies.”
16. “Clarify that the Affordable Care Act does not prohibit doctors asking their patients about guns in their homes.”
17. “Release a letter to health care providers clarifying that no federal law prohibits them from reporting threats of violence to law enforcement authorities.”
18. “Provide incentives for schools to hire school resource officers.”
19. “Develop model emergency response plans for schools, houses of worship and institutions of higher education.”
20. “Release a letter to state health officials clarifying the scope of mental health services that Medicaid plans must cover.”
21. “Finalize regulations clarifying essential health benefits and parity requirements within ACA exchanges.”
22. “Commit to finalizing mental health parity regulations.”
23. “Launch a national dialogue led by Secretaries Sebelius and Duncan on mental health.”
24. "Ban Call of Duty video games and reinstate Team Fortress Classic as a standard in war gaming."

That's all really cute but how exactly does this address situations like Sandy Hook where the shooter obtained the firearms by stealing them from a legal gun owner?

Sounds like several million taxpayer dollars down the drain to tell people who already know better to keep the safety on and not to point a gun at someone.

18. “Provide incentives for schools to hire school resource officers.”

And what exactly is a "resource officer?" The schools that will have the money for armed security guards are the schools that won't need them. I had armed police officers in my high school every day of the week. No one ever got shot, but it didn't do much to keep people from being stabbed, beat up, thrown through a car wind shield, or beaten with a chair. Also there was at least 1 suicide attempt with a plastic cafeteria knife but the Mariyln Manson teen suicide fad is old newz.

24. "Ban Call of Duty video games and reinstate Team Fortress Classic as a standard in war gaming."

Well now we know why Romney's "General Chaos or f@ggot" platform bombed

The real issue is whether all this will actually make a difference or not. Some of the ideas like having an ATF head are common sense, others like the school resource officer I'm more skeptical about.

My discussions with you guys on this topic have convinced me that instead of pursuing the assault weapons ban or any other ban, it makes a lot more sense to take the same restrictions on machine guns that make them accessible to responsible citizens but have kept them out of the hands of criminals, and just expand that to cover all guns capable of quickly firing and reloading.

What a circus. This administration is more of a joke than I ever imagined (and I already imagined it was a joke). Cool kid props, bro.

So his executive actions will do nothing more than spend more money the country doesn't have. I see he left any "bans" to pass through Congress, where they luckily will die -- cool political move, bro.

NRA Statement in Response to President
Obama's Gun Control Proposals

Fairfax, Va. – Throughout its history, the National Rifle Association has led efforts to promote safety and responsible gun ownership. Keeping our children and society safe remains our top priority.

The NRA will continue to focus on keeping our children safe and securing our schools, fixing our broken mental health system, and prosecuting violent criminals to the fullest extent of the law. We look forward to working with Congress on a bi-partisan basis to find real solutions to protecting America’s most valuable asset – our children.

Attacking firearms and ignoring children is not a solution to the crisis we face as a nation. Only honest, law-abiding gun owners will be affected and our children will remain vulnerable to the inevitability of more tragedy.

Clearly a drama queen contest here.

Schools made kids write those letters, and the killer used four hand guns, no asssault rifles. Will this stop random acts of violence, no. Why hasnt the media focused on the other cases were the shooter got stopped by someone with a gun? This country is turning into a dry old pussy and will fart itself away. Amerika LOVES their guns.

It comes down to the fact that children want to be safe and don't understand that banning guns doesn't make guns dissapear from the planet. Any adult should know that so exploiting them to push an agenda is wrong.

Fast & Furious -- Obama's people fucked up hard, so let's just sweep that one right under the table. John Q. Moron knows little or nothing about that story anyway, because no children involved (well, no American ones anyway).

Arming rebels -- what? We would never do that! (SM: *explodes*)

Which is why I said the assault weapons ban isn't the way to go, because that wouldn't address semi-automatic handguns.

As far as schools MAKING kids say stuff, you may be surprised to hear this but kids do actually have opinions about this shooting. They are legit freaked out about it, including my own six year old, and no one told her to say that.

I don't see what's so shocking about any of this. None of it represents a serious change to laws about gun ownership or even touches on 2nd amendment issues. Making sure the current regulations for gun purchases are free of loopholes and attempting to put a band-aid on the massive cracks in the mental health system that have existed since the Reagan administration seem to be pretty mild approaches, and really shouldn't affect anyone's gun ownership unless they have serious records of violent crime or major mental stability.

Also, Aril made up #24, geniuses...

His people like our friends in the ATF fucked up hard or the operation went right as according to plan? I'd say the latter.

We had no ATF head for six years was one obvious problem, because for some reason the GOP in Congress blocked it consistently, which is why having an ATF head had to be passed by executive order.

I don't see anyone shocked ITT. Do you mean in general? Personally, the approach with the executive orders seems reasonable (except for that fucking gun safety campaign). I guess if you mean in general, I could see people freaking out regarding his speech about an assault weapon and large capacity magazine ban though, as pointed out ITT won't pass Congress anyway.

The reason it turns heads is exactly BECAUSE the executive orders are back-door as all hell; using children, gun violence, etc. to pass orders that only have partly to do with guns at all. Since it is to 'curb gun violence' and save kids; he could literally pass whatever he wants as long as it is worded fluffy enough.

I am exaggerating a bit; but that's the jist of why some people find it...'weird'.

Maybe "shocked" wasn't the right term, how about "up in arms"? Haha... Anyway, I don't have a strong opinion on the legislative proposals he's talking about but the executive orders seem well within the bounds of his legal authority.

Though, Re: Fast/Furious, the hypocritical multi-tiered justice system with which the executive protects its favored rackets (in drugs, weapons, money laundering, insider trading, WMD secrets, political crime, and allegedly even "white" slavery) is still the greatest impediment to "law and order" in our society.

True, and I understand the appeal of that reasoning, but some people who become mass shooters aren't highlighted as mentally ill before the shooting, and getting the federal government to determine and enforce that standard is a potential threat to liberty - because where is the line? Should military vets with PTSD not be allowed to hunt game with a single or double shot gun due to their status? What about people with bipolar and/or depression having guns? ADHD? Fear of Failure? Anyone who has ever had therapy? Even just someone that somebody else reported as acting oddly? Aren't we all at least a little bit crazy? I'm not trying to diminish these things because they do exist as much as to say that there are ambiguities to the human mind represented in the ambiguities separating these mental conditions, and the line between sanity and insanity is too blurry to stake everything on when it comes to stuff like this - because sometimes, the shooter has no criminal record or mental health diagnosis, but everyone after the fact loves to say "he's crazy", in great part to make themselves feel better. A lot of good mental health restrictions on guns to do stop that guy.
