And if the magistrate won't let you off, take it to the next level and have a judge hear it, it's free and if you bother going that far they usually figure you mean it, and let you off. The magistrate who hears your arguement first makes their salary from the fines collected, so it's in their best interest not to let you off. They set the speed limit 10-40mph under what the normal speed should be (the 85th percentile speed used by traffic engineers) so they can bag more people for going above the limit, and make more money.
