Landlord/Tenant issue...any comments or advice?

This is actually happening to a friend right now.

Her landlord is famously MIA all the time.

Over the winter, they received ENORMOUS heating bills that were not making any sense.

I finally got a friend of mine who is a home inspector to look at her boiler downstairs, and he found like three ridiculously blatant things wrong with the thing, including a corroded pipe. The boiler itself was covered in rust (obvious sign of water leakage) and they were needing to flush the pipes at LEAST once a day.

The landlord obviously knew this was happening, because the thing hadn't bee serviced in years. I say that he is directly responsible for the high heating bills because he failed to provide an adequate heating system that was in full working condition, and therefore should do something to the effect of reducing a their monthly rent by some amount.

Her roommates are afraid to ask for that, for whatever reason they might have. Most likely the fear of confrontation.

You should take the landlord to court and then the judge should make them live in the building until they fix it.

my girlfriend had a problem like that with an old apartment, and since she is a negotiator and will not back down she got away with not paying like 2 months rent or something, cancelled the payment on her security deposit check that never got cashed, and somehow got away with not having to pay the last month's heating bill or something like that. after that, no one moved into the apt. for half of a year.

so sometimes you can win against a landlord, but you probably have to be a hot-headed guatemalan.
