Thus it seems like the answer is that the explosives themselves were not actually that powerful, because these bombs are more powerful versions of the coke bottle bombs we made as kids. So the blast was probably most intense where channeled by the pavement. That would be at about ankle level as the explosion traveled outward and upward from the pressure bombs. However, this explains why these people look so much in shock, in addition to the usual reasons. They're concussed. What a mess.
